Gustavo Chacin signs with Phillies

After being released by the Nationals, Gustavo Chacin has signed a minor league deal with the Phillies. The lefty starter hasn’t pitched in the majors since August 2007 when he underwent shoulder surgery. He was 25-15 in four years with Toronto and pitched over 200 innings in 2005.
